Just that some are hidden behind options and some settings. any version from the very beginning to the most recent experimental release is available to play. If you had some specific mods in mind, we might be able to provide more guidance. Some smaller mods and utility mods are available for 1.15.2, however, so you can totally play that with some less choice. The latest "big" version to have tons of mod choice, including most of the major releases, is 1.12.2. As you go back in versions, however, there are exponentially more mods available to play. Every version of Java Minecraft, up through the latest 1.15.2, has a fairly stable Forge release.
